A new early decision point, called Choice of Concept, has been introduced in Norwegian planning of large public projects. Commissioned by the Norwegian Public Roads Administration and the Norwegian Rail Authority, we have assessed the need for new methods and tools to perform Cost Benefit Analysis at this stage. Our main conclusion is that existing models and methods are well suited for this task also. Some model development connected to urban transport models is however called for. Also, users need to be made more aware of the possibilities of existing tools. Analyses of uncertainty and financing will have to be incorporated in the early appraisal. A few other of our proposals will have to be decided upon at the level of the Ministry.
