The Norwegian Civil Aviation Administration (NCAA) is responsible for building and operation of the Norwegian airport system, and the air traffic management systems. This report presents the development of a cost benefit analysis (CBA) methodology for the NCAA. Methodological problems are addressed, such as the handling of project risk and uncertainty, and projects with mutual interdependency. The documentation consists of two parts: Part one (this report) is the manual for how and when CBA should be carried out. Part two (TØI working report 1134/1999) is a collection of four examples of CBA in the aviation sector. These examples are selected among representive projects within the NCAA jurisdiction.
