This report provides an outline of the effects associated with competitive tendering. Short term effects from introducing competitive tendering are well documented. This report focuses on the longer term effects by comparing counties with different regimes. Effects of competitive tendering and the associated organizational changes on competition and economic efficiency are also addressed.
