The working report gives an overview of the coordination between Norwegian State Railways and other actors on the transport market in the metropolitan area in Norway. It also discusses important effects of giving the regional authorities the responsibility to buy local railway services. The basis for the report is interviews among concerned actors.
Akershus County Council and the city of Oslo are not involved in the process between Ministry of Transport and Communications and Norwegian State Railway, although 65 per cent of all railway journeys are made in this area. A main problem with such an organisation is the limited opportunities to consider railway against other means of transport.
Nevertheless, it seems to be investments more than operation that is the main problem for further development of railway service as an important part of the public transport system in the metropolitan area in Norway.
