Sammendrag

In Norway there has since February 1999 been strict regulations of the construction of new shopping malls of more than 3000 sq.meters. However, exceptions are possible in certain locations and on given conditions. In the municipality of Ski located in the Follo region south of Oslo, a developer wants to expand an existing shopping mall with a net sales area of about 7.000 sq.meters. The Ministry of the Environment has described a method for the calculation of the local coverage of retail sales as the proportion between actual sales and the purchasing power of the residents of the minicipality. An improved method is used in this report. The center of Ski is expected to continue to function as a regional center. An expanded housing program in Ski will bring in so many new residents that the increased purchasing power in 2005 will be greater than the expected sales in the expanded shopping mall and may therefore be considered to in accordance with the national regulations.
