This is a study of the extent to which the decision-making basis for the Norwegian railway reform appears to be evidence-based, or whether it is primarily characterized by adaptation to EU recommendations or the politics of the government at the time. The decision-making basis primarily includes the White Paper "On the right path". The White Paper is characterized by a relatively strict interpretation of EU regulations and EU recommendations. It does not seem to be characterized by party politics where this does not coincide with what the EU recommends. The White Paper lacks references and reviews of experience, and it also lacks discussions of alternatives to the solutions presented.
