Our study shows that an increased toll fee in the rush hour in Oslo will induce households to either relocate inside the toll ring or to search for new employment outside the toll ring to avoid the toll fee. This will increase both real wage and land rent inside the toll ring relatively to real wage and land rent outside the toll ring. This means that firms located on the outside of the toll ring will gain competitiveness and be able to increase employment. Production activity will decrease inside and increase outside the toll ring.
