The trial with an alcohol ignition interlock programme commenced in 1999 in three counties in Sweden. In 2003 the trial was extended to the whole country. The purpose of this project has been an independent evaluation of the trial.
Only 11 percent of the drink drivers have participated in the programme, and only half of these have completed the two-year programme. The trial is successful in terms of lasting effects on the rate of DWI (driving while impaired) offences and on the rate of traffic accidents among participants who have regained their licence. Furthermore, a cost-benefit analysis shows that the programme is cost-effective. The conclusion is that the program should be made permanent. A permanent programme should be simpler and more flexible to increase the participation and completion rates.
