A Stated Preference study has been done to assess consolidators’ willingness to pay for faster and more reliable rail freight in Norway. The study supplements existing studies on the valuation of time and reliability in freight transport. Consolidators organizing transport by rail show a significant willingness to pay for reduced transport time as well as for avoiding delays. A one hour’s reduction in average delay is worth five to six times more than a reduction in regular transport time. The results, which are relatively coherent, provide a monetary valuation of certain improvements in the railway level of service. The values found are considerably higher than those recommended in the Norwegian National Rail Administration’s official guidelines.
