Developments in vehicle size, capacity utilisation and year of manufacture have a bearing on the environmental impacts of freight transport. In the present report we have investigated developments in various capacity measures for freight vehicles, including strengths and weaknesses related to these measures. Assessments of the expected environmental impact from the implementation of Euro 4 and Euro 5 emission standards indicate considerable reductions in local emissions from freight vehicles over relatively few years, since vehicles newer than five years perform more than fifty per cent of traffic volumes. Foreign trucks perform an increasing share of border crossing transports into Norway. The increase in transport volumes by trucks is particularly high for vehicles registered in EU’s new member states. The foreign trucks have increased their share of domestic traffic and transport volumes, constituting close to 7 per cent of domestic ton kilometres in 2008.
