This report provides input to the Research Council's Strategy Process Transport 21. Interviews have been conducted with key representatives from the Norwegian transport sector (business, public sector and transport research). The report concludes that the transition process in the transport sector is characterized by complexity due to many parallel processes, that data will have a decisive impact, that a strategy is required for domestic and international technology development and that geography affects the transition in Norway.
