Surveys of literature and interviews with key personnel have been used to assess the practical possibilities of doing cost benefit analysis of maintenance and rehabilitation strategies and of increasing maintenance budgets.
We find that an effort is needed to decide on a basic framework and method, to build up databases, and to estimate relationships between the use and the state of the infrastructure and between the maintenance policies and the state of the infrastructure. We recommend that the transport authorities put these issues higher on the agenda.
