Towards a framework for cost-benefit analyses of fairways, fishing harbours and commercial harbours

This report contains proposals to develop tools to make cost-benefit analyses in the Coast Administration more reliable and better. Specifically, estimates of traffic volumes between Norwegian harbours, and of accident risks, need to be developed further. A framework for cost benefit analyses in the Coast Administration is sketched. We build on experiences from cost-benefit analyses for the Coast Administration, mainly of fairway improvements.
