The toll ring in Tønsberg opened on February 2, 2004. In the first year of operation the revenue was more than 30 % lower than assumed in the financing plan. This can lead to severe problems for the implementation of phase 2 of the Tønsberg package of investments. The shortage has two main reasons; less traffic through the toll ring than assumed and lower average revenue per vehicle than expected. The traffic shortcome is due to lower baseline traffic volumes, lower traffic growth and larger rejection of traffic than was assumed. The average revenue per vehichle is low because of extensive use of the most favourable discount rates, combined with a higher share of free passings than was expected.
