This report has been worked out as an input to the revised national transport plan for the period 2014-2023. It presents an overview of what financial resources are necessary if the desired public transport services in nine urban areas are to be implemented. Based on a review of literature the concept of buses with a high level of service (BHLS) is defined and discussed as a concept and as an alternative to new light rail systems.
