By means of their ongoing work on the Norwegian Transport Plan 2022-2033, the Norwegian transport agencies seek compliance with the Government’s goal to develop a transport system that is safe, supports value creation, and which meets Norway’s climate targets and its objective to become a low-emission society. An updated knowledge base on the negative by-products of transport is of the essence. The transport agencies have consequently requested The Institute of Transport Economics, Sintef Ocean, and the Swedish National Road and Transport research Institute to analyze the marginal damage costs of transports by road, sea, and rail. The emphasis is on emissions to air, accidents, noise, congestion, infrastructure costs, and acute pollution. This report presents the research undertaken in the project and summarizes the main results.
