Marginal damage costs constitute a key component of transport appraisal in Norway. This report documents the implementation and results of a research project to prepare damage cost estimates for the National Transport Plan 2025-2036. The report includes damage costs for road and maritime freight transports. It contains revised calculations for costs associated with air emissions (both local and global pollution) and road wear, while other damage costs are real price adjusted. We emphasize that although the external cost estimates have been improved by this project, they are still subject to uncertainty.
