In this report, we discuss and provide recommendations on important choices that should be made early when preparing the next National Transport Plan (NTP) to achieve a realistic and targeted plan, with the transition to a low-emission society in 2050 as a starting point. The choices concern four main topics: (1) Use of policy instruments that contribute to better utilisation of existing capacity in the transport system, particularly pricing. (2) Division of roles between the different modes of transport. (3) Prioritization of operation, maintenance and renewal and documenting their economic benefits, based on a new methodological framework outlined in the report. (4) A decision-making basis that facilitates informed decisions through a clearer structure and link between goals and instruments, highlighting the alternatives to large investments that often have low profitability and contribute relatively little to goal attainment.
