The report compares three principles for setting speed limits. These are: (1) Optimal speed limits according to cost-benefit analysis; (2) Speed limits based on the biomechanical principles of Vision Zero, and (3) A system of speed limits road users find reasonable and acceptable. Optimal speed limits are in most cases higher than current speed limits. Vision Zero speed limits are lower than most current speed limits. Speed limits that road users judge to be reasonable would be more differentiated than current speed limits
