On behalf of Kolumbus, we have evaluated the usage and effects of the Mobility Package Nord-Jæren for the period 2022–2024, as well as assessed how the package has contributed toward achieving the zero-growth target. The Mobility Package includes the corporate concept HomeWorkHome (HJH), mobility advisors, micro-mobility services, and car-sharing services. Overall, the report indicates that these measures have likely contributed to curbing the growth in car traffic, even though total traffic volume has somewhat increased during the same period. It is challenging to quantify exactly how car traffic would have developed without these mobility measures. However, existing literature, combined with quantitative and qualitative analyses of the mobility initiatives, suggests that car traffic would probably have been slightly higher in the absence of these measures.
