Sammendrag

This report on safety culture in the Norwegian Public Roads Administration Southern Region is based on focus group interviews with a selection of employees. The aim of the study was to gain insight into the safety culture of the Southern Region of the Public Roads Administration. Results from an internal safety climate survey from 2006 are considered alongside interview outcomes. The findings are analyzed within a theoretical framework. Five elements of safety culture are considered: reporting culture, learning culture, just culture, informed culture and flexible culture. Finally, we consider whether the Southern Region has become a resilient organisation.
