Robotaxis, which represent a segment of a future automated transport market, appear to be a likely new mobility service that could be introduced on the road network in Oslo and Akershus in the relatively near future. This report examines how the introduction of such services can be regulated in order to maximize social welfare. We find that some form of road pricing and some form of trip-based charge are the tax instruments that achieve the highest level of policy objectives for a given overall economic burden.
