Register-Based Analyses of Park-and-Ride Facilities : Analysis of Use and Demand

Park-and-ride is used mainly on a sporadic basis, with an average of just over two parking days during the observation period. In the Follo region, 4.4 per cent of households with at least one car used park-and-ride during the observation period, compared with 10.7 per cent of households commuting to the Oslo region. The analyses also suggest that 10–20 per cent of use may consist of non-commuter parking. Users generally have high labour market participation and relatively high incomes. Demand is influenced in particular by travel time and public transport accessibility, and many users do not choose the facility closest to their home. This suggests that capacity, pricing and regulation should be considered in a more integrated way across stations and in conjunction with the public transport offer. A system-oriented approach to management, in which capacity, pricing and accessibility are balanced, may help ensure that park-and-ride better supports broader objectives of efficient land use, reduced car dependency and stronger public transport.
