Public transport has reached a new normal situation after undergoing major changes during the pandemic. This report takes a closer look at Norwegian public transport in 2024 and the developments between 2019 and 2024. The main observation is that even though the number of passengers in 2024 is at a similar level to that in 2019, the finances have not recovered. The financial situation is presently challenging for the public transport system. Ticket revenues have seen a real-term decline, while the costs of operating public transport have increased significantly faster than inflation. In 2024, the gap between these was largely covered through increased allocations from the county authorities.
