The Government in Norway has a policy objective for safe, environmentally friendly and cost effective freight transport. To achieve this, it is an objective, both in the EU and Norway, to transfer freight from road to sea and rail transport. The challenge is to find good measures to ensure that the objectives can be achieved. This report presents a survey of truck loads to a large range of transport buyers to see what stimulates their mode choice and what kind of measures that can influence a transfer from road to sea transport.
