The municipality of Sarpsborg is revising the master plan for the urban center. The parking policy is also reviewed. This report provides a platform for discussions of what parking measures should be implemented in order to restrict car use. Today, the central part of the city has a large number of parking spaces, but a large share of these is privately owned. The number of day-long parking in the center of the city should be reduced and there should be introduced residential parking zones. The city should restrict the number of new parking spaces in new projects. This applies also to the less densely developed areas of the city. It is necessary to cooperate with other municipalities in order to agree on a regional parking policy.
