Sammendrag

Malvik municipality near Trondheim needed a better knowledge base for making decisions about centre development and location of jobs, retail and services. The Institute of Transport Economics (TØI) defined four different future scenarios. For each scenario, we analysed car dependency and greenhouse gas emissions, changes in accessibility – with and without a car – to various activities, attractiveness for new future residents and businesses, and public health improvement. We assessed the costs to the municipality and to society at large, as well as whether the development would be in accordance with national and regional policies. We concluded that the development as outlined in the scenario Hommelvik as the lively city centre of Malvik gave the highest fulfilment of the criteria defined.
