Sammendrag

The purpose of the project is to give an overview of the effects of competition, bundled and unbundled organizations and increased regional influence on effectiveness in the rail industry in European countries. The report is prepared drawing on previous studies, experiences and statistics. The report concludes that 1) delegated responsibility for regional rail to regional authorities may result in strong commitment and incentives to follow up on quality, reliability and costs. (2) There will always be conflicting interests between state and regional authorities, regardless of who is responsible for regional rail. (3) Investigations are needed as to what mechanisms of coordination are more appropriate when organizing infrastructure and transport. (4) There is a need for more knowledge and statistics for the Norwegian regional rail.
