The Government has appointed a committee to evaluate the organisation of the public services in the metropolitan area. TØI was asked to assess the organisation of the public transport system. The analysis identifies and discusses coordination problems between two counties. Four alternative organisational models are evaluated according to democracy, efficiency, effectiveness and co-ordination. Barriers to implementation of the models are considered.
