The report examines two contemporary efforts to achieve comprehensive and consistent transport policies in urban areas. One, Sørkorridoren, is a county plan for a major transport corridor in the Oslo region. A second, the urban area of Jæren, regards a county plan for the greater urban area around the city Stavanger. The analysis focuses on conflicts related to the efficiency of the processes, the need for involvement of local elected bodies and political ownership to the products, to what degree coordination and consistency has been achieved and institutional aspects related to the case studies and futher development of regional transport planning. The report questions to what degree a high level of planning efficiency has been achieved. The cases represents major efforts with respect to political involvement, especially in the case Jæren. However, in both cases the links to the municipal level of decicion making represents a major challenge regarding implementation. Regarding the need for coordination and consistency with sectoral and local planning, the degree achieved in the cases rates between low and moderate, according to the applied definitions. In general, the planning actors have adjusted their scope and work to the established institutional framework. However, many hold strong opinions regarding the need for changes, i.e. the formal status of county planning and to develop a new body for transport planning at the regional level.
