The City of Kristiansand conducted a campaign in October 2005 to increase the use of bicycle lamps. The campaign was formed as a "raid" where cyclists without a front light were stopped. Instead of a fine they were given a front light lamp. The Institute of Transport Economics evaluated this campaign on the basis of a survey conducted one month later. Both the participants in the campaign and a control group participated in the survey. Controlled for the share that would have bought themselves a front lamp regardless of the campaign, the use of front light has risen from 0 to 75 prosent among the campaign participants.
