Indicators presenting the interaction between environmental and societal development play an increasingly important role in environmental policymaking. Indicators simplify and communicate complex relationships and tendencies, and have an antenna and agenda setting function when it comes to new development trends. Within the framework of the Norwegian Public Roads Administration's agency programme on "sustainable urban transport" we have worked on indicator development and testing, based on well-established international indicator sets and models. The project suggests an indicator set for sustainable urban transport, divided into five main areas: societal driving forces, transport factors, environmental factors; consequences of transport; and plans and policies for sustainable urban transport
