This pilot project presents a proposal of contents and structure of for a handbook of economic evaluation within the air transport sector. Such a handbook should contain the following elements:
- Theoretical foundation and general principles.
- Factor prices. Valuation of unity costs.
- Network effects. Effects on transport volume in other sectors.
- Regional effects.
- Sensitivity analyses.
- Presentation of results.
The business economics model of the Civil Aviation Administration should be kept separate from the economic evaluation model that is presented in this project.
