Substantial effort goes into quality-improving measures at public transport stations, stops, terminals and airports. The social benefits are, however, rarely documented. Existing cost-benefit tools cannot easily be used to document such benefits. Cost-benefit tools that only assess measures individually have limited usefulness. We recommend that future work focuses on developing methodology to quantify the benefits of packages of quality improving measures and to gain new empirical knowledge about demand effects of such measures, in addition to new valuation (or willingness-to-pay) estimates.
