Construction works on the national highway E18 between Gulli and Langåker implied considerable challenges regarding road safety. A risk assessment in advance of the project identified the main risk factors. The goals for road safety were still not achieved, mainly because the most effective safety measures had been excessively expensive. Interviews with 22 key personnel representing the different actors in the project show that road safety mostly was handled satisfactorily. Overall, there was good cooperation, a culture that supported learning, and motivated and experienced persons in key positions. Potential for improvement was mainly seen in a more clear definition of responsibility for road safety.
