The report contains an analysis of the effects of increases in fixed penalties on road user compliance with traffic law. Higher fixed penalties do not appear to have lead to better compliance with speed limits, except in places where speed cameras have been installed. Higher fixed penalties for non-use of seat belts are associated with an increase in the use of seat belts.
