Economic consequences of a new bus terminal at Lysaker

This report analyses the impacts of establishing a bus terminal at Lysaker where regional buses from the west terminate instead of continuing to Oslo city center. The analysis is carried out using the regional transport model RTM23+ and is based on a future scenario including the Fornebu metro line and an expanded public transport system. Three alternative service structures are evaluated. The results show significant public savings of establishing the bus terminal. Savings on operating costs are estimated to annually be between NOK 100 and 150 million. Even compensating for passenger disadvantages we find positive effects. The terminal also benefits public health. Overall, the measure thus provides a positive socio-economic benefit, particularly in a moderate alternative. The results highlight that the scope of route changes and the quality of interchange solutions are crucial for the overall outcome.
