Do current cost-benefit analyses in the transport sector hold water? Consistent inclusion of environmental goods - Identification of research need

The report investigates the possibilities of obtaining consistent costs of environmental impacts that can be used in cost- benefit analyses for all transport modes. Three main questions are discussed: How is today's practice with regard to which impacts that are valued, how these are valued and how these are included in cost- benefit analyses for the different transport modes? Which research needs can be identified in order to apply the damage function approach in a consistent manner for all transport modes? (Including identification of the need for research related to dispersion models, exposure-response relations and valuation methods.) Which are the necessary components in a valuation study that should be capable of giving consistent valuations of nonmarket goods for all transport modes? In the end, the report gives an overview of the uncertainty related to todays applications of the damage cost approach, proposes some developments that can reduce these uncertainties and estimates the costs for such improvements.
