The report evaluates different fare models for public transport in Greater Oslo (Oslo and Akershus), focusing on how the regions' differing priorities can be managed while maintaining a common fare system in the area. It summarises recent experiences and assesses three main models: the large single zone model, distance-based fares, and personal zones. With certain adjustments, all models can accommodate political and transport policy goals, including a unified fare system, different prices (i.e., fare revenues) in Oslo and Akershus, the zero-growth goal for car use, customer satisfaction, and distributional effects. The role of technology is crucial for future implementation and for whether the fare systems are perceived by customers as simple to understand and use.
