The working paper identifies the elements that ought to be included in impact assessments and cost-benefits analyses of measures designed for pedestrians and cyclists. Present knowledge concerning relevant impacts is surveyed. Examples of cost-benefit analyses are given. The need for better data and further research is pointed out.
