An important component of the Norwegian National Freight Model (in short NGM) is the cost models covering the different transport modes and means. The cost models cover the cost for moving the transport units, terminal handling and other logistical elements. The tables is also a basis for transport analysis outside NGM. This report is a documentation of the various cost elements used in NGM, and the values that apply for 2023. The update of the cost model to the 2023 level is done simultaneously as a major revision of NGM. At the same time, a larger review has been done of the assumptions and calculations that form the basis for the cost elements in the cost model. The transport units are to a large degree the same as in the previous version of NGM. For sea transportation, a few ships sizes have been adjusted since 2021 to better fit AIS data. Further, there is included a discussion of zero emission road vehicles based on known information per 2023, and a qualitative discussion of factors to be assessed when analysing zero emission ships.
