A cost-benefit analysis has been carried out of building a subsea tunnel across Velfjorden and shutting down the ferry connection. A tunnel will save the local population the disadvantage of the ferry solution they have today. It will also imply increased revenues from tourism. Our conclusion is that the benefits will approximately cover costs. The cost-benefit ratio has been calculated for 2010 to 0 (-0.03) measured at 2007 NOK. (In an international context the ratio is 0.97 where the social costs equal the benefits at the ratio of 1.00).
