Changes in transport mode use and attitudes before and after the restructuring of the toll system in Oslo 2019

In June 2019, the toll system in Oslo and Akershus was substantially restructured, including the introduction of additional toll stations. The primary objectives were to distribute the toll burden across a larger number of road users and to contribute to reduced car use. Comparisons of survey data collected before and after the restructuring show moderate changes in the use of fossil-fueled cars and in public attitudes towards tolls. The share of respondents expressing positive attitudes towards tolls has increased, and the results indicate that the use of fossil-fueled cars has declined somewhat during the period. Residents of the City of Oslo and individuals with access to an electric vehicle report changes in travel behaviour to a greater extent than other groups. At the same time, there is little indication of systematic differences between social groups, such as different income groups, with regard to changes in travel behaviour during the period.
