Knowledge of what places with high bicycle shares have done/do can provide useful input to other cities with objectives for increased bicycle shares. Aarhus has experienced strong growth in cycling, Oulu is known for a high proportion of winter cyclists, while cyclists in Oslo feel that conditions for cycling is improving. Aarhus and Oslo have targets for, among other things, increased bicycle share, while Oulu focuses on the number of kilometers built bicycle infrastructure per year. In Aarhus, infrastructure is being built for new development areas before these are fully developed. In Oulu, a new network of super bike paths is being built based on existing bicycle paths. Oslo combines long-term bicycle planning with simple, visible measures that can be implemented quickly and efficiently. None of the cities prioritize certain user groups over others, but focuses on making cycling a good, easy and safe alternative for everyone. Oulu has a long history of good winter maintenance, where the bicycle network is prioritized higher than the road network.
