Appraising policies to reduce freight transport time and its variability - a new method

Analytical formulas for freight values of time and the value of reliability have been developed, along with a toolbox to assess the impact of policies on the expectation and variance of delays. Some of the data required by the formulas are not available at present. Data for appraisal may be obtained from a survey. To assess impacts, more systematic registers on incidents causing delays are needed. An EXCEL software to compute the values of time and reliability has been made available at www.TOI.no.
