In order to judge whether the policy directed towards reduced studded tyre use in the larger Norwegian cities has a cost in terms of unacceptably increased accident rates, we have analysed the daily accident counts recorded in Oslo, Bergen, Trondheim and Stavanger over a period of almost 10 years. A data base including accident counts, traffic counts, weather records, speed measurements, and surveys on studded tyre use, totalling more than 11 000 units of observation, was constructed and analysed by means of generalised Poisson regression modelling. Studded tyres are shown to have a very modest overall safety effect, when account is taken of behavioural adaptation.
